Corrupt Systems Yield Corrupted Results

Greetings! We have all heard the saying “garbage in, garbage out.” However, when it comes to confidence in our elections systems, we have an issue with corrupt systems producing corrupted results. I am not talking about algorithms and concepts that make eyes roll back in heads. There are some basic factors involved in certifying our elections systems, and when they fail, well, Houston we have a problem.

So it is after the recent public Logic and Accuracy test of the Dallas County elections systems, software and hardware. The deficiencies were quite glaring, and this is certainly a bipartisan issue, unless my Democrat counterpart is just fine with corrupted election results. 

In my first week as Chairman of the Dallas County Republican Party (DCRP), I presented probable cause for there to be a third-party audit of the Dallas County Elections Department (DCED) operating processes, protocols, and procedures. Dallas County Judge, Clay Jenkins, provided a letter expressing that such an action is not within the purview of the Dallas County Commission.

Dallas County voters need to know who is ultimately responsible to ensure corrupted systems and failures are corrected, prior to the November 2024 election, where early voting begins on 21 October.

Our DCRP representatives were present at the L&A test and observed the following:

There are four voting system components that are illegal and/or were illegally certified by the Secretary of State that will be used in Dallas County’s November 2024 election:

1. Central Accumulator – The main tabulation computer that counts votes on election night made serious tabulation errors for multiple Dallas county races during the recent Logic & Accuracy Test. This indicates illegal and insufficient tabulation software has been installed on the Dallas County Elections Department central accumulator. The elections administrator provided no credible reason for the computerized tabulation errors, or what was done to fix it, despite the Election Code requirement to do so. (Notes 1 and 2)

2. DS200s – The ballot scanners used in the polls had their protective counter (their odometer)
showing total votes cast on the existing scanner zeroed out in a recent software update according to the Dallas elections administrator. (Note 3) The Election Code strictly prohibits the changing of the scanners’ protective counter. This zeroing out indicates illegal software was installed. (Note 4)

3. Activation Card Printer – The printer used at polls to print voters’ ballots is illegally certified by
the Secretary of State’s Election Division (Secretary). Evidence of this is presented in a recent
federal lawsuit against the Secretary. The Secretary has not decertified nor instructed Texas
counties to remove this hardware from polling locations. (Note 5)

4. ExpressLink Software – This software is used to communicate between the e-pollbooks and the Activation Card Printer and is illegally certified by the Secretary as evidenced in a federal lawsuit against the Secretary. The Secretary has not decertified nor instructed Dallas County to remove this software from polling locations. (Note 5)

What are the ramifications for voters in Dallas County?

For voters, the risk of illegal and/or illegally certified software and hardware used for Dallas County November elections includes but is not limited to a) incorrect tabulation of our votes, and b) voter disenfranchisement. If the Secretary of State has not properly certified these software and hardware components, then the systems are illegal and cannot be used. Our designated observers conducted an inspection of the equipment at the public testing event. They witnessed these systems not operating lawfully and believe they are most likely running illegal software and hardware and believe our votes to be extremely vulnerable.

The Dallas County Republican Party objects to the use of these insufficient and illegal voting system components for our November 2024 election. We call on the Secretary of State to immediately protect Dallas voters from illegal voting system software and hardware that wrongly tabulates our votes and request they decertify these four voting system components before early voting begins, immediately.

Furthermore, it is imperative that, at the second Logic & Accuracy Test, the Elections Department personnel provide proof that they have removed the corrupted components from Dallas County’s elections, following emergency orders from Jane Nelson, Secretary of State, to do so.  These orders must be implemented prior to the start of early voting, with media invited to watch and observe.

As Chairman of the Dallas County Republican Party, I call upon Texas Secretary of State, Jane Nelson, to rectify the issues with corrupted, illegal, software and hardware set to be used in the November 2024 election. We have experienced countless issues with the Texas SOS office granting unconstitutional waivers to election law. As well, the Texas SOS should request that our Texas legislature revoke such absurdities as the” Reasonable Impediment Declaration” and the voter registration of homeless, so-called “unhoused populations” in Texas. It is imperative that the Texas SOS office promote the restoration of confidence in our electoral systems in the Lone Star State. At this time, it appears that they are working counter to that effect, and aiding and abetting potential election integrity issues, also known as election fraud.

It is my hope that other Texas counties would ensure their systems are not corrupted, and one would think the Dallas County Democratic Party and Texas Democratic Party would express concern . . . unless they seek to benefit from such wrongful practices?

Regardless, my call to action is for concerned citizens, voters, to contact the Texas Secretary of State office and their respective members of the Texas legislature.
